State Minister for Land and Chittagong Hill Tracts Affairs Barrister Mir Mohammad Helal Uddin, MP, has expressed his firm belief that it is possible to end all types of middlemen and corruption from the government service sector through modernization of information technology and modern automation.

He said this while speaking as the chief guest at the inaugural ceremony of the 'BPO Summit 2026' organized by the Bangladesh Association of Contact Centers and Outsourcing (BACCO) at the Khulshi Convention Hall in Chittagong on Saturday. The main theme of this year's summit was 'Where Talent Meets Global Opportunity'.

In his speech as the chief guest, State Minister for Land and Hill Tracts Affairs Barrister Mir Mohammad Helal Uddin highlighted his long 22 years of legal and political experience and said, "Under the visionary leadership of Honorable Prime Minister Tarique Rahman MP, we have taken the commitment to build a happy, prosperous and discrimination-free new Bangladesh, the main driving force of that progress is our young generation." He said, "In the past, for 17-18 years, the correct history of the country was presented to the youth in a distorted manner. During that adverse time, when the then acting chairman Tarique Rahman MP formed the 'BNP Media Cell', our main philosophy was to confront the youth with the truth and create a proper platform for them. We successfully presented the narrative of truth by confronting the challenges of censorship and controlled media along with online activists," said State Minister for Land and Hill Tracts Affairs Mir Mohammad Helal Uddin MP.

Mentioning the various revolutionary steps taken to modernize the Ministry of Land, State Minister for Land Barrister Mir Helal MP said, "To alleviate the suffering of the public, the highest level of services of the Ministry of Land has now been made completely online and automated. Citizens can now pay taxes and file various applications and complaints including mutation through the 'Bhumi' (BHUMI) app from home. In addition, 893 digital service centers have been launched across the country for those who are not used to online services, where citizens are getting online services at a very low cost according to the prescribed chart.

Stating about the groundbreaking use of 'Geo-fencing' technology to ensure the accountability of the ministry's officials, State Minister for Land Barrister Mir Mohammad Helal Uddin said, "We have started piloting an app called 'Bhumi Drishti'. Through this, if a land officer from any part of the country leaves his workplace during office hours (9 am to 4 pm), a red signal will automatically come on the central dashboard." This technology ensures 100% transparency and accountability from the marginal level to the ministry at a very low cost.

Highly praising the talent of the country's freelancers and youth, State Minister Mir Mohammad Helal said, "Our country's children are very talented and hardworking. Without much institutional support, they have self-educated themselves and have made their place in the world court in freelancing and content creation. If these youth can be given some more specialized training by the state, Bangladesh will lead the world in the freelancing and IT sector. These young freelancers and IT professionals will play the most effective role in building the happy and prosperous new Bangladesh desired by Honorable Prime Minister Tarique Rahman MP."

The State Minister for Land emphasized on the need to understand the real needs of the field level and the sentiments of the youth and to take the private sector along in making policies or guidelines for the sustainable development of the IT sector.

Deputy Secretary of the Department of Information and Communication Technology Abdullah Al Mamun, President of the BACCO Executive Committee Tanvir Ibrahim and General Secretary Faisal Alim were present as special guests at the event. Also present were Vice-President of the BACCO Executive Committee Md. Tanzirul Basar, Finance Secretary Md. Aminul Haque, Joint General Secretary Md. Musnad-e-Ahmed, Director Abu Daud Khan, Director Abdul Quader and Director Saima Shawkat. Representatives of the government and private sectors, industry leaders, academicians, freelancers, entrepreneurs and a large number of students participated in the summit.
