As Bangladesh grapples with mounting waste, growing energy demand, and worsening environmental degradation, waste-to-energy presents an opportunity to address multiple challenges at once. But turning waste into a valuable resource will require sound policies, strong institutions, and sustainable technologies.
Bangladesh stands at the crossroads of two pressing challenges: a rapidly escalating waste management crisis and an increasing demand for reliable energy. Every day, thousands of tonnes of waste are generated across the country, overwhelming existing collection and disposal systems. At the same time, rising industrialization, urbanization, and population growth continue to place immense pressure on the national power grid. While these challenges are often viewed separately, an emerging solution—waste-to-energy (WtE)—offers a pathway to address both simultaneously.
The numbers are alarming. According to various estimates, Bangladesh generates over 25,000 tonnes of solid waste daily, with Dhaka alone contributing nearly half of the country's urban waste. The World Bank projects that municipal waste generation in South Asia could increase significantly by 2050 as cities continue to expand. Yet much of Bangladesh's waste still ends up in landfills, open dumping sites, water bodies, or is burned in the open, creating severe environmental and public health hazards.
The consequences of poor waste management extend far beyond unpleasant sights and odors. Landfills release methane, a greenhouse gas that is more than 25 times more potent than carbon dioxide over a 100-year period. Uncontrolled dumping contaminates soil and groundwater, while open burning releases toxic pollutants that contribute to respiratory illnesses and environmental degradation. In major cities such as Dhaka and Chattogram, inadequate waste management has become a serious urban governance challenge.
At the same time, Bangladesh's energy sector faces its own vulnerabilities. Despite significant progress in electricity access over the past decade, the country remains heavily dependent on imported fossil fuels. Global fuel price fluctuations, foreign exchange pressures, and supply disruptions have repeatedly exposed the risks of this dependence. Ensuring long-term energy security therefore requires diversifying the country's energy mix and expanding renewable energy sources.
This is where waste-to-energy can play a transformative role. Waste-to-energy refers to technologies that convert municipal, agricultural, and industrial waste into usable forms of energy, including electricity, heat, and fuel. Through processes such as incineration, anaerobic digestion, gasification, and landfill gas recovery, waste can be transformed from an environmental burden into an economic resource.
The potential is substantial. Studies suggest that Bangladesh's urban waste stream possesses significant energy-generating capacity. Organic waste, which constitutes a large share of municipal waste in Bangladesh, can be processed through anaerobic digestion to produce biogas, which can then be used for electricity generation or cooking fuel. Meanwhile, non-recyclable combustible waste can be utilized in modern waste-to-energy plants equipped with advanced emission-control systems.
Beyond energy production, waste-to-energy offers multiple economic and environmental benefits. First, it reduces the volume of waste requiring landfill disposal by up to 80–90 percent, extending the lifespan of existing landfill sites. Second, it helps lower greenhouse gas emissions by reducing methane generation from decomposing waste. Third, it creates employment opportunities across waste collection, sorting, recycling, plant operation, and maintenance. Finally, it contributes to a circular economy by ensuring that resources remain in productive use for as long as possible.
Several countries have successfully demonstrated the potential of waste-to-energy. Sweden converts a significant portion of its municipal waste into energy, while Singapore uses advanced incineration facilities to reduce landfill dependence. Japan and South Korea have also integrated waste-to-energy into broader resource recovery and environmental management strategies. These examples illustrate that waste, when managed properly, can become a valuable component of national energy systems.
However, waste-to-energy is not a silver bullet. Critics rightly point out that poorly designed facilities can generate harmful emissions and discourage recycling efforts. Environmental concerns regarding dioxins, particulate matter, and other pollutants must be addressed through stringent regulatory oversight and modern pollution-control technologies. International experience suggests that waste-to-energy works best when integrated into a broader waste management hierarchy that prioritizes waste reduction, reuse, recycling, and composting before energy recovery.
For Bangladesh, the greatest challenge lies not in technology but in governance. Effective waste-to-energy initiatives require reliable waste collection systems, source segregation, financial investment, technical expertise, and strong institutional coordination. Unfortunately, waste management remains fragmented across multiple agencies, while source-level waste segregation remains largely absent in most cities.
The private sector can play a crucial role in overcoming these challenges. Public-private partnerships can mobilize capital, introduce technological expertise, and improve operational efficiency. At the same time, local governments must strengthen waste collection systems and encourage households and businesses to separate organic, recyclable, and non-recyclable waste at the source.
Public awareness will also be essential. Citizens must recognize that waste is not merely something to be discarded but a resource that can contribute to environmental sustainability and economic development. Educational campaigns, incentives for waste segregation, and community participation can significantly improve the effectiveness of waste-to-energy initiatives.
Bangladesh has already set ambitious goals for sustainable development, climate resilience, and renewable energy expansion. Waste-to-energy aligns closely with these objectives by addressing environmental protection, urban sustainability, and energy diversification simultaneously. Yet realizing this potential will require moving beyond pilot projects and isolated initiatives toward a comprehensive national strategy.
The question is no longer whether Bangladesh has a waste problem. It undoubtedly does. The real question is whether the country will continue viewing waste as an ever-growing burden or begin treating it as a strategic resource. With the right policies, investments, and governance reforms, waste-to-energy can help transform one of Bangladesh's greatest urban challenges into an opportunity for cleaner cities, greater energy security, and a more sustainable future.
In an era defined by resource scarcity and climate uncertainty, turning waste into power is not simply an environmental necessity—it is a development imperative.
